Steven W. Rickard and Associates, Inc. was formed in 2001 by Steven W. Rickard. By that time, Steve had already established himself as a well-respected expert in the field of commercial motor vehicle accident reconstruction. He began his career by spending 25 years with the Pennsylvania State Police, where he gained expertise in the interpretation and enforcement of federal, state, and local regulations that govern the motor carrier industry. During the last four years of his employment with the State Police, Steve was also an instructor with the Pennsylvania Department of Education, Traffic Institute for Police Services, where he taught reconstruction of commercial motor vehicle accidents to other law enforcement officers. Following his retirement from the State Police in 1992, he began working as a private commercial motor vehicle accident reconstruction expert.
Steve has received Instructor Certifications in Accident Investigation and Reconstruction from the Pennsylvania State Police Academy, the Pennsylvania Municipal Police Officers Education and Training Commission, and the Pennsylvania Department of Education’s Traffic Institute for Police Services. He has trained law enforcement officers from the National Transportation Safety Board, the Office of Motor Carrier Safety/Federal Highway Administration, and more than 25 foreign and state police departments. He has taught numerous technical courses and has presented many workshops. Steve continues to be very proactive in the defense of the trucking industry by teaching each year at the TIDA Skills Course presented by the Trucking Industry Defense Association. He is also an accredited provider of attorney CLE by the Supreme Court of Pennsylvania's Continuing Legal Education Board and an approved provider of adjuster CE courses by the Pennsylvania Insurance Board. He has also authored numerous technical articles and training manuals for various accident investigation and reconstruction programs.
In addition to being a Commercial Driver’s License Instructor, Steve is also a Certified Inspection Mechanic, a factory certified Commercial Vehicle Air/Hydraulic Brake Inspector, and is factory certified to download electronic control modules (ECM’s) in commercial motor vehicles. He is an affiliate member of the Society of Automotive Engineers (SAE), the National Association of Professional Accident Reconstruction Specialists (NAPARS), the American College of Forensic Examiners (ACFE), and the American Association of State Troopers (AAST).
Steve has a proven trial record, having been qualified as an expert witness in the field of accident reconstruction by twenty-four (24) federal/appellate courts and thirty-two (32) state district courts.
